TOWN OF MICANOPY, FLORIDA

RESOLUTION 2015-02         BEFORE THE TOWN COMMISSION

A resolution of the Town of Micanopy, Florida, Recording a special assessment lien on real estate located at 704 NW 1st Street Parcel #16620-044-001) for reimbursement of the costs of fees and house demolition in the amount of $2,133.71 incurred by the Town of Micanopy; Official owner of record is Willie Brown, Jr.; Providing for an Effective Date.

WHEREAS, the property located at 704 NW 1st Street was determined to constitute a hazard pursuant to Chapters 5 and 20 of the Micanopy Code of Ordinances and found to be derelict and unsalvageable as a result of neglect. Specifically, the condition of the property violated Chapter 5, Article II, Section 5-20(a) and Section 5-20(b); Chapter 20, Article I, Section 20-2 and Section 20-3; Chapter 20, Article II Section 20-22 and Section 20-24 of the Micanopy Code of Ordinances; and

WHEREAS, the owner of record is Willie Brown, Jr., 15407 NW 58th Avenue, Alachua, FL 32615-7721; and

WHEREAS, notice was sent on May 14, 2014 requiring that corrective action be taken within ninety (90) days; and

WHEREAS, failure to correct these conditions within the allotted time resulted in the Town of Micanopy performing demolition work at a cost to the town in the amount of $1,535.12; and

WHEREAS, Section 5-27 of the Micanopy Code of Ordinances, set forth procedures for the Town of Micanopy to seek a special assessment against the property located at 704 SW 1st Street - parcel #16620-044-001) because of failure to reimburse the Town for demolition costs totaling $1,535.12; and

WHEREAS, per Micanopy Code of Ordinances Section 5-27 a public hearing was held on January 13, 2015 at which the Town Commission decided to assess a lien.

NOW THEREFORE BE IT RESOLVED by the Town Commission of the Town of Micanopy, Florida, that:

1.The Town Commission finds that:

A.The procedures of Article 5 of the Micanopy Code of Ordinances have been followed,

B. That the work done was in conformity with the requirements of Article 5 of the Micanopy Code of Ordinances,

C.That the following costs have been and will be incurred by the Town: (i) administrative fees and service of papers upon the owner in the amount of $126.49; (ii) publication costs in the amount of $453.60; (iii) recording costs in the amount of $18.50, and (iv) demolition costs in the amount of $1,535.12.

D. That an assessment of $2,133.71 is just and reasonable and based on the actual costs of these proceedings.

2. An assessment in the amount of $2,133.71 is hereby levied against the property legally described as:

The North of Lot 31, Smiths Addition to the Town of Micanopy, Florida, as per Plat Book A, page 31 of the Public Records of Alachua County, Florida, less the Northwest of said Lot 31.

3.The assessment shall bear interest at the rate of six percent (6%) per annum on unpaid balances.

4.The lien of this assessment shall be of equal dignity with other municipal liens for taxes, levies, and assessments and may be enforced as other such municipal liens.

5. The owner may pay the amount of such lien, including interest, in thirty (30) consecutive monthly installments, commencing on the first day of the month following the adoption of such resolution.

6.A copy of this resolution shall be served on the owner by certified mail within ten (10) days of the adoption date.

7.A copy of this resolution shall be published once a week for four (4) consecutive weeks in a newspaper of general circulation within the Town.

8.A certified copy of this resolution shall be recorded in the public records.

8.This Resolution 2015-02 shall take effect immediately upon its adoption.

RESOLVED and DULY ADOPTED at a public hearing on January 13, 2015 by a vote of 5 to 0       by the Town Commission for the Town of Micanopy, Alachua County, Florida.

Request for Proposals

THIS IS A REVISED LEGAL NOTICE

The City of Archer hereby requests proposals from qualified individuals or firms to provide one or more of the following services for the FFY 2014 and/or FFY 2015 Florida Small Cities Community Development Block Grants (CDBG) which may include one or more of the following categories:

Housing Rehabilitation

Neighborhood Revitalization

Commercial Revitalization

Economic Development

The requested services include:

(1)Planning/Application Preparation and Grant Administration Services

(2)Engineering Services

Planning/Application services will include, identifying needs and solutions, advising of financing to meet needs and developing grant/loan applications. The Grant Administration services include complete management (such as, but not limited to, financial management, minority business enterprise/contract reporting, record keeping, filing, request for funds amendments and rescoring if necessary, identifying potential conflicts of interest, attend monitoring visits and prepare responses for any findings, fair housing, updating civil rights profile, labor standards, procurement of contractor and closeout documents) for the project.

Engineering services may include preliminary engineering, topographic surveying and testing, engineering design, cost estimating, permitting, construction administration, and resident observation.

In addition to seeking services for the Florida Small Cities CDBG program, the City is seeking Planning/Application Preparation, Grant Administration Services and Engineering Services for other State and Federal community and economic development programs. The City, at its discretion, may request the consultant to pursue and administer other community and economic development programs, including but not limited to, USDA grant programs, the Economic Development Administration Grant Programs, the State Revolving Loan Programs, Water Management Grant Programs and any other State or Federal funding programs for which the City is eligible to apply. As required, CDBG services will be contracted for separately from services for other grant and loan services.

Proposals will be considered on an equal competitive basis. Qualifications for each service must be described separately. Proposals for each of the services and Federal Fiscal Years will be evaluated separately, using the following criteria:

Planning/Application Preparation and Grant Administration Services:

1) Experience with the Florida Small Cities CDBG Program; 20 points

2)Experience and Capacity of Management and Staffing Team; 20 points

3) Approach to Task and Management Work Plan; 20 points

4) Ability to Become Quickly Familiar with Local Conditions and Needs; 20 points

5) References: All CDBG projects for the last three (3) years for which you were responsible; 15 points

6)Fee; 5 points

Engineering Services

1) Knowledge and Experience with the CDBG Program; 20 points

2) Experience with USDA, SRF, and Water Management District (RIVER) Grant Funded Projects; 20 points

3) Experience with Sewer Projects; 20 points

4) Experience with Municipal Engineering Projects; 10 points

5) Management and Staffing; 10 points

6) Approach to Task; 10 points

7) Ability to Become Quickly Familiar with Local Conditions; 10 points

Proposals for grant administration services must indicate a fee for the service, with an explanation of the basis for the fee. Fee may be quoted as a lump sum, percentage or hourly rate and will be scored as 5% of the total ranking. Engineering fees will be negotiated after ranking. In compliance with the Florida Consultants Competitive Negotiation Act. Separate contracts will be awarded for each of the services and for each of the Federal Fiscal Years.

The City of Archer is not planning to use CDBG funds to pay for application preparation. Therefore, no CDBG funds will be used to pay for fees associated with the preparation of the Small Cities CDBG grant application(s).

An original and five (5) copies of sealed proposals, marked SEALED PROPOSAL FOR CDBG SERVICES must be received by 5:00 pm, Easter Standard Time, on February 26, 2015 at the City of Archer.

RESOLUTION 2015-02         BEFORE THE TOWN COMMISSION

A resolution of the Town of Micanopy, Florida, Recording a special assessment lien on real estate located at 704 NW 1st Street Parcel #16620-044-001) for reimbursement of the costs of fees and house demolition in the amount of $2,133.71 incurred by the Town of Micanopy; Official owner of record is Willie Brown, Jr.; Providing for an Effective Date.

WHEREAS, the property located at 704 NW 1st Street was determined to constitute a hazard pursuant to Chapters 5 and 20 of the Micanopy Code of Ordinances and found to be derelict and unsalvageable as a result of neglect. Specifically, the condition of the property violated Chapter 5, Article II, Section 5-20(a) and Section 5-20(b); Chapter 20, Article I, Section 20-2 and Section 20-3; Chapter 20, Article II Section 20-22 and Section 20-24 of the Micanopy Code of Ordinances; and

WHEREAS, the owner of record is Willie Brown, Jr., 15407 NW 58th Avenue, Alachua, FL 32615-7721; and

WHEREAS, notice was sent on May 14, 2014 requiring that corrective action be taken within ninety (90) days; and

WHEREAS, failure to correct these conditions within the allotted time resulted in the Town of Micanopy performing demolition work at a cost to the town in the amount of $1,535.12; and

WHEREAS, Section 5-27 of the Micanopy Code of Ordinances, set forth procedures for the Town of Micanopy to seek a special assessment against the property located at 704 SW 1st Street - parcel #16620-044-001) because of failure to reimburse the Town for demolition costs totaling $1,535.12; and

WHEREAS, per Micanopy Code of Ordinances Section 5-27 a public hearing was held on January 13, 2015 at which the Town Commission decided to assess a lien.

NOW THEREFORE BE IT RESOLVED by the Town Commission of the Town of Micanopy, Florida, that:

1.The Town Commission finds that:

A.The procedures of Article 5 of the Micanopy Code of Ordinances have been followed,

B. That the work done was in conformity with the requirements of Article 5 of the Micanopy Code of Ordinances,

C.That the following costs have been and will be incurred by the Town: (i) administrative fees and service of papers upon the owner in the amount of $126.49; (ii) publication costs in the amount of $453.60; (iii) recording costs in the amount of $18.50, and (iv) demolition costs in the amount of $1,535.12.

D. That an assessment of $2,133.71 is just and reasonable and based on the actual costs of these proceedings.

2. An assessment in the amount of $2,133.71 is hereby levied against the property legally described as:

The North of Lot 31, Smiths Addition to the Town of Micanopy, Florida, as per Plat Book A, page 31 of the Public Records of Alachua County, Florida, less the Northwest of said Lot 31.

3.The assessment shall bear interest at the rate of six percent (6%) per annum on unpaid balances.

4.The lien of this assessment shall be of equal dignity with other municipal liens for taxes, levies, and assessments and may be enforced as other such municipal liens.

5. The owner may pay the amount of such lien, including interest, in thirty (30) consecutive monthly installments, commencing on the first day of the month following the adoption of such resolution.

6.A copy of this resolution shall be served on the owner by certified mail within ten (10) days of the adoption date.

7.A copy of this resolution shall be published once a week for four (4) consecutive weeks in a newspaper of general circulation within the Town.

8.A certified copy of this resolution shall be recorded in the public records.

8.This Resolution 2015-02 shall take effect immediately upon its adoption.

THIS IS A REVISED LEGAL NOTICE

The City of Archer hereby requests proposals from qualified individuals or firms to provide one or more of the following services for the FFY 2014 and/or FFY 2015 Florida Small Cities Community Development Block Grants (CDBG) which may include one or more of the following categories:

Housing Rehabilitation

Neighborhood Revitalization

Commercial Revitalization

Economic Development

The requested services include:

(1)Planning/Application Preparation and Grant Administration Services

(2)Engineering Services

Planning/Application services will include, identifying needs and solutions, advising of financing to meet needs and developing grant/loan applications. The Grant Administration services include complete management (such as, but not limited to, financial management, minority business enterprise/contract reporting, record keeping, filing, request for funds amendments and rescoring if necessary, identifying potential conflicts of interest, attend monitoring visits and prepare responses for any findings, fair housing, updating civil rights profile, labor standards, procurement of contractor and closeout documents) for the project.

Engineering services may include preliminary engineering, topographic surveying and testing, engineering design, cost estimating, permitting, construction administration, and resident observation.

In addition to seeking services for the Florida Small Cities CDBG program, the City is seeking Planning/Application Preparation, Grant Administration Services and Engineering Services for other State and Federal community and economic development programs. The City, at its discretion, may request the consultant to pursue and administer other community and economic development programs, including but not limited to, USDA grant programs, the Economic Development Administration Grant Programs, the State Revolving Loan Programs, Water Management Grant Programs and any other State or Federal funding programs for which the City is eligible to apply. As required, CDBG services will be contracted for separately from services for other grant and loan services.

Proposals will be considered on an equal competitive basis. Qualifications for each service must be described separately. Proposals for each of the services and Federal Fiscal Years will be evaluated separately, using the following criteria:

Planning/Application Preparation and Grant Administration Services:

1) Experience with the Florida Small Cities CDBG Program; 20 points

2)Experience and Capacity of Management and Staffing Team; 20 points

3) Approach to Task and Management Work Plan; 20 points

4) Ability to Become Quickly Familiar with Local Conditions and Needs; 20 points

5) References: All CDBG projects for the last three (3) years for which you were responsible; 15 points

6)Fee; 5 points

Engineering Services

1) Knowledge and Experience with the CDBG Program; 20 points

2) Experience with USDA, SRF, and Water Management District (RIVER) Grant Funded Projects; 20 points

3) Experience with Sewer Projects; 20 points

4) Experience with Municipal Engineering Projects; 10 points

5) Management and Staffing; 10 points

6) Approach to Task; 10 points

7) Ability to Become Quickly Familiar with Local Conditions; 10 points

Proposals for grant administration services must indicate a fee for the service, with an explanation of the basis for the fee. Fee may be quoted as a lump sum, percentage or hourly rate and will be scored as 5% of the total ranking. Engineering fees will be negotiated after ranking. In compliance with the Florida Consultants Competitive Negotiation Act. Separate contracts will be awarded for each of the services and for each of the Federal Fiscal Years.

The City of Archer is not planning to use CDBG funds to pay for application preparation. Therefore, no CDBG funds will be used to pay for fees associated with the preparation of the Small Cities CDBG grant application(s).

Knowledgeable of civil engineering principles, practices and methods; knowledge of utility construction practices and methods; Considerable knowledge of applicable city policies, laws and regulations affecting Department activities.
