PUBLIC NOTICE

Town of Micanopy

Public Notice

Breaking News: The Town of Micanopy will be changing its disinfectant residual from chlorine to chloramines in its treatment of drinking water effective Monday, August 17, 2020. What this means is that the primary disinfectant, sodium hypochlorite, will continue to be added to the water to provide the chlorine to the water, but in addition, the Micanopy Water Treatment Plant will also be adding a secondary disinfectant in the form of ammonium sulfate to add ammonia. Together, the primary and secondary disinfectants (chlorine and ammonia) will form a chloramine residual in the water. These disinfectants will be applied and maintained at all times to kill organisms that could make people sick. The purpose of the conversion is to comply with government regulations and improve drinking water quality.

History of Chloramines: The use of chloramines as a disinfectant is not a new process and has been used for decades in many cities and counties across the country. In fact, 40 percent of the local governments within the United States use chloramines, and the number continues to grow as utilities look for ways to improve water quality and meet evolving regulations. Cities like Tampa, Key West, Denver, and Minneapolis have been using chloramines since World War II. In Florida, over 60 percent of the residents live in areas where their utility uses chloramines for disinfection.

Background Information: Both groundwater and surface water contain naturally occurring compounds referred to as natural organic matter. Decaying vegetation, for example, is a source of natural organic matter. When water containing natural organic matter is treated with chlorine as its primary disinfectant, disinfection byproducts (DBPs) occur. These byproducts are regulated by the Environmental Protection Agency (EPA) under the Safe Drinking Water Act passed by Congress in 1974 and subsequently amended several times. Scientists at the EPA believe two primary types of DBPs, Trihalomethanes (THMs) and Haloacetic Acids (HAAs), may cause cancer with prolonged exposure. Unfortunately, the level of natural organic matter in the Town of Micanopys water is higher than average and has resulted in a DBP level in the finished water above EPA thresholds. The Town of Micanopy selected chloramines as the most cost effective way to reduce its DBP level in the finished water to comply with current EPA regulations. The use of chloramines required a significantly smaller capital investment than other available technologies (at a magnitude of 1,000 times less than the other options available) and the operational expenses will be less than $2,000 per year (also significantly less than other options). In addition to lowering DBP levels, the use of chloramines provides another significant benefit in that it should reduce the amount of water flushing through flush valves that the Town of Micanopy has been using in an effort to reduce the DBP levels in the water in its distribution system.

What to Expect: The customers in Micanopy may notice a slight change to the taste and odor of their drinking water. Many people even prefer the taste of water disinfected with chloramines. There may be some minor and temporary changes in the water color as the distribution system piping adjusts to the chloramines. Customers may notice that the chloramine residual lasts longer in the distribution water system since it is a more stable disinfectant than chlorine alone. Chloramines, like chlorine, must be removed from the water before it is used for two specific purposes. Those uses are:

1) Kidney dialysis treatments

2) Keeping live fish, such as in an aquarium or pond

Customers using Micanopys water for their kidney dialysis treatments should purchase a filter to remove chloramine/ammonia from the water. Additionally, people with aquariums need to purchase an additional filter, which can be obtained from any local pet store, to remove chloramine/ammonia from the water. Another potential impact is that the internals on customers toilets (i.e., toilet flappers) may wear out sooner with the use of chloramines.

Implementation: The Town of Micanopy has hired Odyssey Manufacturing Co. to implement the disinfectant conversion from chlorine to chloramines. Odyssey Manufacturing Co. is widely acknowledged as the leading chemical and disinfection system authority in North America, and they have overseen most of the chloramine conversions in the State of Florida. As part of the implementation process, Odyssey has performed the engineering and applied for and received a permit from the Florida Department of Environmental Protection (FDEP) to perform the work. The FDEP has been supportive and encouraged the conversion to improve water quality by lowering the level of DBPs.

Please contact Micanopy Town Hall at
