Request for Proposals

The City of Archer hereby requests proposals from qualified individuals or firms to provide one or more of the following services for Florida Small Cities Community Development Block Grants (CDBG) for the current or upcoming funding cycles which may include:

                Neighborhood Revitalization

Commercial Revitalization

Economic Development

The requested services include:

(2)Engineering Services

Planning/Application services will include, identifying needs and solutions, advising of financing to meet needs and developing grant/loan applications. The Grant Administration services include complete management (such as, but not limited to, financial management, minority business enterprise/contract reporting, record keeping, filing, request for funds amendments and rescoring if necessary, identifying potential conflicts of interest, attend monitoring visits and prepare responses for any findings, fair housing, updating civil rights profile, labor standards, procurement of contractor and closeout documents) for the project.

Engineering services may include preliminary engineering, topographic surveying and testing, engineering design, cost estimating, permitting, construction administration, and resident observation.

Proposals will be considered on an equal competitive basis. Qualifications for each service must be described separately. Proposals for each of the services will be evaluated separately, using the following criteria:

Planning/Application Preparation and Grant Administration Services:

and Capacity of Management and Staffing Team; 20 points

3) Approach to Task and Management Work Plan; 20 points

Proposals for grant administration services must indicate a fee for the service, with an explanation of the basis for the fee. Fee may be quoted as a lump sum, percentage or hourly rate and will be scored as 5% of the total ranking. Engineering fees will be negotiated after ranking. In compliance with the Florida Consultants Competitive Negotiation Act. Separate contracts will be awarded for each of the services.

An original and five (5) copies of sealed proposals, marked SEALED PROPOSAL FOR CDBG SERVICES must be received by 5:00 pm on February 2, 2015 at the City of Archer.

Additional information may be obtained by calling Al Grieshaber Jr. (352) 353-5172. Proposals will be opened as soon as possible after the submission deadline and evaluation and selection will occur in accordance with CDBG requirements at a time and place to be determined.

Individuals or firms that submitted proposals in response to Resolution 2013-22, adopted December 9, 2013 (Baskerville-Donovan, Inc.; Fred Fox Enterprises, Inc.; Henry A. Sheldon; Mittauer & Associates, Inc.) will be considered without an additional submission. The proposals submitted have remained unopened and will be evaluated with any additional submissions.

The City of Archer supports Equal Opportunity Employment, Fair Housing and Providing Handicap Access. The City of Archer strictly enforces open and fair competition in its RFPs. In accordance with Section 287.133, Florida Statutes, a person or affiliate who has been placed on the convicted vendor list following conviction for a public entity crime may not submit a proposal on a contract to provide services to a public entity. The City of Archer hereby requests proposals from qualified individuals or firms to provide one or more of the following services for Florida Small Cities Community Development Block Grants (CDBG) for the current or upcoming funding cycles which may include:

Commercial Revitalization

Economic Development

The requested services include:

Planning/Application services will include, identifying needs and solutions, advising of financing to meet needs and developing grant/loan applications. The Grant Administration services include complete management (such as, but not limited to, financial management, minority business enterprise/contract reporting, record keeping, filing, request for funds amendments and rescoring if necessary, identifying potential conflicts of interest, attend monitoring visits and prepare responses for any findings, fair housing, updating civil rights profile, labor standards, procurement of contractor and closeout documents) for the project.

Engineering services may include preliminary engineering, topographic surveying and testing, engineering design, cost estimating, permitting, construction administration, and resident observation.

Proposals will be considered on an equal competitive basis. Qualifications for each service must be described separately. Proposals for each of the services will be evaluated separately, using the following criteria:

Planning/Application Preparation and Grant Administration Services:
