This is to give notice that the City of Hawthorne has received a Community Development Block Grant (CDBG funds) from the Florida Department of Economic Opportunity (DEO). The funding is provided by the U.S. Department of Housing and Urban Development (HUD) and will be used to carry out the following activities:
Install upsized potable water lines between the Citys existing elevated water storage tank, located at the intersection of SE 65th Avenue and SE 219th Terrace and the proposed 200,000 gallon ground water storage tank and fire pumping system which will be located adjacent to the Loves Travel Center facility. The new twelve inch water lines will be installed along SE 65th Avenue beginning at the Citys elevated water storage tank and then running east to SE 221st Street, then north along SE 221st Street, then east across the CSX Railroad track and US 301, then continuing along SE 65th Avenue to SE 222nd Drive, then north across State Road 20 to SE 223rd Street adjacent to the project site. The CDBG grant funding will also be used to construct a 200,000 gallon ground water storage tank including 2,500 gallon per minute high pressure service pumps which will be sufficient to provide water at the required volume and pressure needed to meet the proposed Loves Travel Centers fire protection requirements.
This notice is required by Section 2(a)(4) of Executive Order 11988 for Floodplain Management, and by Section 2(b) of Executive Order 11990 for the Protection of Wetlands, and is implemented by HUD Regulations found at 24 CFR 55.20(b) for the HUD action that is within and/or affects a floodplain or wetland.
Construction may be undertaken in the 100-year floodplain and/or wetlands. The City of Hawthorne is interested in alternatives and public perceptions of possible adverse impacts that could result from the project as well as potential mitigation measures. Some of the activities undertaken as part of the project in the City of Hawthorne may be located within the floodplain area. The activities to be undertaken are as follows:

IMPORTANT INFORMATION ABOUT YOUR DRINKING WATER
This is NOT an immediate risk. If it had been, you would have been notified immediately.
This is the third letter being sent out because the city did not perform the necessary test in December. The last test the city performed was below FDEP limits. The results have been meeting the DEP requirements. The city has been doing extensive flushing of the lines and cleaning of the wells.
The City of High Springs must notify citizens that the water system exceeded the standard, or Maximum Contaminant Level (MCL), for Stage 2 Disinfected Byproducts (S2 DBP) which includes Total Trihalomethanes (TTHMs) and Haloacetic Acids [Five] (HAA5s) between April June 2015. Compliance for DBPs are based upon the average level over the last year at each location. This is called the Locational Running Annual Average (LRAA). The LRAA results for TTHMs were above the MCL (Maximum Contaminant Level) of 80 micrograms per liter (ug/L), with a result of 43.77 ug/L at 110 NW 1st Avenue and 70.10 ug/L at 25083 NW 210th Lane. The LRAA results for HAA5s were above the MCL of 60 ug/L, with a result of 52.01 ug/L at 110 NW 1st Avenue and 54.98 ug/L at 25083 NW 210th Lane. Please be assured that your water is safe to drink.
Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.
Some people who drink water containing TTHMs in excess of the MCL over many years may experience problems with their liver, kidneys, or central nervous system, and may have an increased risk of getting cancer.
Some people who drink water containing HAA5s in excess of the MCL over many years may have an increased risk of getter cancer.
Any customers who are concerned about their exposure to DBPs may choose alternative sources of water for ingestion. Public Notice is required quarterly until the LRAA is below the MCL.
The City of High Springs Water Department is doing the following remedies to ensure that the DBP results will decrease and will not continue to exceed limits:
Reducing the levels of the storage tanks in order to decrease the water age.
Increase flushing of water lines.
Have cleaned and inspected our storage tanks.
The Public Works Department will continue to sample quarterly and you will be informed when levels of DBPs are below the MCLs. For more information on Disinfection Byproducts call EPA Safe Drinking Water Hotline at 800-426-4791 or Florida Department of Health at 850-245-4444.

This is to give notice that the City of Hawthorne has received a Community Development Block Grant (CDBG funds) from the Florida Department of Economic Opportunity (DEO). The funding is provided by the U.S. Department of Housing and Urban Development (HUD) and will be used to carry out the following activities:
Install upsized potable water lines between the Citys existing elevated water storage tank, located at the intersection of SE 65th Avenue and SE 219th Terrace and the proposed 200,000 gallon ground water storage tank and fire pumping system which will be located adjacent to the Loves Travel Center facility. The new twelve inch water lines will be installed along SE 65th Avenue beginning at the Citys elevated water storage tank and then running east to SE 221st Street, then north along SE 221st Street, then east across the CSX Railroad track and US 301, then continuing along SE 65th Avenue to SE 222nd Drive, then north across State Road 20 to SE 223rd Street adjacent to the project site. The CDBG grant funding will also be used to construct a 200,000 gallon ground water storage tank including 2,500 gallon per minute high pressure service pumps which will be sufficient to provide water at the required volume and pressure needed to meet the proposed Loves Travel Centers fire protection requirements.
This notice is required by Section 2(a)(4) of Executive Order 11988 for Floodplain Management, and by Section 2(b) of Executive Order 11990 for the Protection of Wetlands, and is implemented by HUD Regulations found at 24 CFR 55.20(b) for the HUD action that is within and/or affects a floodplain or wetland.
Construction may be undertaken in the 100-year floodplain and/or wetlands. The City of Hawthorne is interested in alternatives and public perceptions of possible adverse impacts that could result from the project as well as potential mitigation measures. Some of the activities undertaken as part of the project in the City of Hawthorne may be located within the floodplain area. The activities to be undertaken are as follows:

IMPORTANT INFORMATION ABOUT YOUR DRINKING WATER
This is NOT an immediate risk. If it had been, you would have been notified immediately.
This is the third letter being sent out because the city did not perform the necessary test in December. The last test the city performed was below FDEP limits. The results have been meeting the DEP requirements. The city has been doing extensive flushing of the lines and cleaning of the wells.
The City of High Springs must notify citizens that the water system exceeded the standard, or Maximum Contaminant Level (MCL), for Stage 2 Disinfected Byproducts (S2 DBP) which includes Total Trihalomethanes (TTHMs) and Haloacetic Acids [Five] (HAA5s) between April June 2015. Compliance for DBPs are based upon the average level over the last year at each location. This is called the Locational Running Annual Average (LRAA). The LRAA results for TTHMs were above the MCL (Maximum Contaminant Level) of 80 micrograms per liter (ug/L), with a result of 43.77 ug/L at 110 NW 1st Avenue and 70.10 ug/L at 25083 NW 210th Lane. The LRAA results for HAA5s were above the MCL of 60 ug/L, with a result of 52.01 ug/L at 110 NW 1st Avenue and 54.98 ug/L at 25083 NW 210th Lane. Please be assured that your water is safe to drink.
Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.
Some people who drink water containing TTHMs in excess of the MCL over many years may experience problems with their liver, kidneys, or central nervous system, and may have an increased risk of getting cancer.
Some people who drink water containing HAA5s in excess of the MCL over many years may have an increased risk of getter cancer.
Any customers who are concerned about their exposure to DBPs may choose alternative sources of water for ingestion. Public Notice is required quarterly until the LRAA is below the MCL.
The City of High Springs Water Department is doing the following remedies to ensure that the DBP results will decrease and will not continue to exceed limits:
Reducing the levels of the storage tanks in order to decrease the water age.
Increase flushing of water lines.
Have cleaned and inspected our storage tanks.
The Public Works Department will continue to sample quarterly and you will be informed when levels of DBPs are below the MCLs. For more information on Disinfection Byproducts call EPA Safe Drinking Water Hotline at 800-426-4791 or Florida Department of Health at 850-245-4444.
