Project Description:            Alachua Habitat for Humanity, its partners and volunteers will be constructing a 3 bedroom, two bath, 1,200 sq. ft., single-family home for one of its program participants as part of its mission to provide residents with affordable housing while improving the property values of the neighborhood. The proposed structure will be built on approximately 0.33 acres in the floodplain but will be elevated to meet local and state building code requirements to a level above the floodplain. REQUEST FOR RELEASE OF FUNDS

On or about March 7, 2016 the Town of Lacrosse will submit a request to the Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project to rehabilitate or replace a minimum of nine owner occupied single family houses, provide limited temporary relocation funds to affected homeowners, and Administration Fees utilizing a Small Cities Housing Rehabilitation grant in the amount of $600,000, and Matching Alachua County SHIP funds of $25,000. We also have available $100,000 in Alachua County SHIP funds that will not be counted as match.

The Town of Lacrosse has determined that the activities proposed in the Unspecified Site Strategy are categorically excluded under HUD regulations at 24 CFR Part 58 from the National Environmental Policy Act of 1969 (NEPA) requirements. As eligible sites are located, site specific checklist will be completed prior to the commitment of funds for each unit. Additional project information is contained in the Environmental Review Record (ERR) on file at the Lacrosse Town Hall, 20613 N. State Road 121, Lacrosse, Florida.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the Environmental Review Record (ERR) to Dianne Dubberly, Town of Lacrosse Mayor. Additional project information is contained in the ERR on file at Lacrosse Town Hall, 20613 N. State Road 121, Lacrosse, Florida and may be examined or copied weekdays, Monday and Thursday, 9:00 AM to 3:00 PM and Wednesday, 9:00 AM to 12 Noon. All comments must be received by March 4, 2016. Comments will be considered prior to the Town of Lacrosse requesting a release of funds.

RELEASE OF FUNDS

The Town of Lacrosse certifies to the Florida Department of Economic Opportunity and HUD that Dianne Dubberly, in her capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The States approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Lacrosse to use the CDBG funds.

OBJECTIONS TO RELEASE OF FUNDS

DEO will accept objections to its release of funds and the Town of Lacrosse certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Lacrosse; (b) the Town of Lacrosse has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures at 24 CFR Part 58, Sec. 58.76 and shall be addressed to the Florida Department of Economic Opportunity, CDBG Program, MSC-400

NOTICE OF INTENT TO USE UNIFORM METHOD OF COLLECTING NON-AD VALOREM ASSESSMENTS

The District Board (the "Board") of the Green Corridor Property Assessment Clean Energy (PACE) District (the "District"), hereby provides notice, pursuant to Sections 163.08(4) and 197.3632(3)(a), Florida Statutes, of its intent to use the uniform method of collecting non-ad valorem assessments for more than one year to be levied within the area encompassed by the boundaries of Alachua County, City of Alachua, City of Archer, City of Earleton, City of Gainesville, City of Hawthorne, City of High Springs, City of La Crosse, City of Micanopy, City of Newberry, City of Waldo, Broward County, City of Dania Beach, City of Hallandale Beach, City of Hollywood, City of Margate, City of Pompano Beach, Leon County, City of Tallahassee, Seminole County, City of Longwood, Escambia County and Miami Dade County, and any additional counties or municipalities of the State of Florida subsequently joining the District's statewide program for the financing of the cost of providing energy conservation and efficiency improvements, renewable energy improvements and wind resistance improvements in accordance with Section 163.08, Florida Statutes (collectively, the "Qualifying Improvements"). The non-ad valorem assessments contemplated by this notice are voluntary and are only imposed by the District with the prior written consent of affected property owners who wish to obtain financing for Qualifying Improvements from the District. The Board will consider the adoption of a resolution electing to use the uniform method of collecting such assessments as authorized by Section 197.3632, Florida Statutes, at a public hearing to be held on March 11, 2016 at 10:00 a.m., at the offices of Ygrene Energy Fund Florida, located at 3390 Mary Street, Suite 124, Coconut Grove, FL 33133.   Such resolution will state the need for the levy and will contain a legal description of the boundaries of the real property that may be subject to the levy.
