PUBLIC MEETING HELD DURING PUBLIC HEALTH EMERGENCY DUE TO COVID-19
Notice is hereby given that the Board of Supervisors (Board) of the Finley Woods Community Development District (District) will hold a regular meeting and public hearing (Meeting) of the Board of Supervisors on June 18, 2020, at 1:00 p.m. to be conducted by telephonic or video conferencing communications media technology pursuant to Executive Orders 20-52, 20-69 and 20-112 issued by Governor DeSantis on March 9, 2020, March 20, 2020 and April 29, 2020, respectively (Executive Orders), any extensions or supplements thereof, and pursuant to Section 120.54(5)(b)2., Florida Statutes. If the Executive Orders are not extended and the Board is required to meet in person for quorum requirements or otherwise conditions allow the Meeting to occur in person, the Meeting will be held at the Offices of Tommy Williams Homes located at 2563 SW 87th Drive, Suite 10, Gainesville, FL 32608. Information about how the Meeting will occur, assistance connecting to the Meeting or arranging further accommodations for participation, and an electronic copy of the agenda may be obtained by accessing the Districts website at http://finleywoodscdd.com. It may also be obtained by contacting the District Manager at (407) 723-5900 or by emailing gaarlandt@pfm.com during normal business hours. The Meeting is being held for the necessary public purpose of considering essential public funding issues related to District improvements and the adoption of the Amended and Restated Rules of Procedure of the District. At such time the Board is so authorized and may consider any business that may properly come before it.
While it may be necessary to hold the above referenced Meeting of the Districts Board of Supervisors utilizing communications media technology due to the current COVID-19 public health emergency, the District fully encourages public participation in a safe and efficient manner. Anyone wishing to listen to and/or participate in the Meeting can do so by telephonically at 1-844-621-3956, Participant Code: 791 375 709#. Toward that end, anyone wishing to participate in the Meeting is strongly encouraged to submit questions and comments to the District Manager at gaarlandtj@pfm.com by June 11, 2020 at 5:00 p.m. in advance of the Meeting to facilitate the Boards consideration of such questions and comments during the Meeting. Participants may also submit questions or comments to the District Manager by telephone by calling (407) 723-5900 by the same time noted above. Questions and comments may be submitted by email after June 11, 2020 at 5:00 p.m. or submitted during the meeting for potential consideration by the Board.
The Meeting is open to the public and will be conducted in accordance with the provisions of Florida law for community development districts. The meeting and/or the public hearing may be continued to a date, time, and place to be specified on the record at such meeting and public hearing.

RESOLUTION 2020-04 BEFORE THE TOWN COMMISSION
A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF MICANOPY, FLORIDA, RECORDING A SPECIAL ASSESSMENT LIEN ON REAL ESTATE LOCATED AT 704 NW 1ST STREET PARCEL #16620-044-001 FOR REIMBURSEMENT OF THE COST OF FEES AND HOUSE DEMOLITION IN THE AMOUNT OF $2,133.71 INCURRED BY THE TOWN OF MICANOPY; OFFICIAL OWNER OF RECORD IS WILLIE BROWN, JR.; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the property located at 704 NW 1st Street was determined to constitute a hazard pursuant to Chapters 5 and 20 of the Micanopy Code of Ordinances and found to be derelict and unsalvageable as a result of neglect. Specifically, the condition of the property violated Chapter 5, Article II, Section 5-20(a) and Section 5-20(b); Chapter 20, Article I, Section 20-2 and Section 20-3; Chapter 20, Article II, Section 20-22 and Section 20-24 of the Micanopy Code of Ordinances; and
WHEREAS, the owner of record is Willie Brown, Jr., 15407 NW 58th Avenue, Alachua, Florida 32615-7721; and
WHEREAS, notice was sent on May 14, 2014 requiring that corrective action be taken within ninety (90) days; and
WHEREAS, failure to correct these conditions within the allotted time resulted in the Town of Micanopy performing demolition work at a cost to the town in the amount of $1,535.12; and
WHEREAS, Section 5-27 of the Micanopy Code of Ordinances sets forth procedures for the Town of Micanopy to seek special assessment against the property located at 704 SW 1st Street parcel #16620-044-001 because of failure to reimburse the Town of Micanopy for demolition costs totaling $1,535.12; and
WHEREAS, per Micanopy Code of Ordinances Section 5-27 a public hearing was held on January 13, 2015 at which the Town Commission decided to assess a lien; and
WHEREAS, Resolution 2015-02, which was adopted by the Town Commission of the Town of Micanopy on January 13, 2015 and recorded as Instrument Number 2908695 in the office of the Clerk of the Circuit Court in and for the County of Alachua, State of Florida in Official Records Book 4330, page 464, intended levy an assessment against the property located at 704 SW 1st Street parcel #16620-044-001; and
WHEREAS, Resolution 2015-02 inadvertently included an incorrect legal description, resulting in the lien attaching to another property; and
WHEREAS, a release of lien was adopted by the Town Commission and recorded to correct the incorrect lien;
WHEREAS, the Town Commission desires to levy an assessment against the property located at 704 SW 1st Street parcel #16620-044-001.
NOW, THEREFORE, BE IT RESOLVED by the Town Commission of the Town of Micanopy, Florida, that:
- The Town Commission finds that:
- The procedures of Article 5 of the Micanopy Code of Ordinances have been followed,
- That the work done was in conformity with the requirements of Article 5 of the Micanopy
Code of Ordinances,
- That the following costs were incurred by the Town:
- Administrative fees and service of papers upon the owner in the amount of $126.49;
- Publication costs in the amount of $453.60 for Resolution 2015-02;
iii. Recording costs in the amount of $18.50 for Resolution 2015-02;
- Demolition costs in the amount of $1,535.12.
- That an assessment of $2,133.71 is just and reasonable and based on the actual cost of the original proceedings. Additional costs associated with publication and recording of this corrective resolution have not been included and will be paid by the Town of Micanopy.
- An assessment in the amount of $2,133.71 is hereby levied against the property legally described as:

R/W ADJ PER OR 1689/2962
- The assessment shall bear interest at a rate of six percent (6%) per annum on unpaid balances beginning as

- The lien of this assessment shall be of equal dignity with other municipal liens for taxes, levies and assessments and may be enforced as other such municipal liens.
- The owner may pay the amount of such lien, including interest, in thirty (30) consecutive monthly
installments, commencing on the first day of the month following the adoption of such resolution.
- A copy of this resolution shall be served on the owner by certified mail within ten (10) days of the adoption date.
- A copy of this resolution shall be published once a week for four (4) consecutive weeks in a newspaper of general circulation within the Town of Micanopy.
- A certified copy of this resolution shall be recorded in the public records.
- This Resolution 2020-04 shall take effect immediately upon its adoption.
PASSED AND ADOPTED at a public hearing on May 12, 2020 by a vote of 4 to 0 by the Town Commission for the Town of Micanopy, Alachua County, Florida.

RESOLUTION 2020-04 BEFORE THE TOWN COMMISSION
A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF MICANOPY, FLORIDA, RECORDING A SPECIAL ASSESSMENT LIEN ON REAL ESTATE LOCATED AT 704 NW 1ST STREET PARCEL #16620-044-001 FOR REIMBURSEMENT OF THE COST OF FEES AND HOUSE DEMOLITION IN THE AMOUNT OF $2,133.71 INCURRED BY THE TOWN OF MICANOPY; OFFICIAL OWNER OF RECORD IS WILLIE BROWN, JR.; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the property located at 704 NW 1st Street was determined to constitute a hazard pursuant to Chapters 5 and 20 of the Micanopy Code of Ordinances and found to be derelict and unsalvageable as a result of neglect. Specifically, the condition of the property violated Chapter 5, Article II, Section 5-20(a) and Section 5-20(b); Chapter 20, Article I, Section 20-2 and Section 20-3; Chapter 20, Article II, Section 20-22 and Section 20-24 of the Micanopy Code of Ordinances; and
WHEREAS, the owner of record is Willie Brown, Jr., 15407 NW 58th Avenue, Alachua, Florida 32615-7721; and
WHEREAS, notice was sent on May 14, 2014 requiring that corrective action be taken within ninety (90) days; and
WHEREAS, failure to correct these conditions within the allotted time resulted in the Town of Micanopy performing demolition work at a cost to the town in the amount of $1,535.12; and
WHEREAS, Section 5-27 of the Micanopy Code of Ordinances sets forth procedures for the Town of Micanopy to seek special assessment against the property located at 704 SW 1st Street parcel #16620-044-001 because of failure to reimburse the Town of Micanopy for demolition costs totaling $1,535.12; and
WHEREAS, per Micanopy Code of Ordinances Section 5-27 a public hearing was held on January 13, 2015 at which the Town Commission decided to assess a lien; and
WHEREAS, Resolution 2015-02, which was adopted by the Town Commission of the Town of Micanopy on January 13, 2015 and recorded as Instrument Number 2908695 in the office of the Clerk of the Circuit Court in and for the County of Alachua, State of Florida in Official Records Book 4330, page 464, intended levy an assessment against the property located at 704 SW 1st Street parcel #16620-044-001; and
WHEREAS, Resolution 2015-02 inadvertently included an incorrect legal description, resulting in the lien attaching to another property; and
WHEREAS, a release of lien was adopted by the Town Commission and recorded to correct the incorrect lien;
WHEREAS, the Town Commission desires to levy an assessment against the property located at 704 SW 1st Street parcel #16620-044-001.
NOW, THEREFORE, BE IT RESOLVED by the Town Commission of the Town of Micanopy, Florida, that:
- The Town Commission finds that:
- The procedures of Article 5 of the Micanopy Code of Ordinances have been followed,
- That the work done was in conformity with the requirements of Article 5 of the Micanopy
Code of Ordinances,
- That the following costs were incurred by the Town:
- Administrative fees and service of papers upon the owner in the amount of $126.49;
- Publication costs in the amount of $453.60 for Resolution 2015-02;
iii. Recording costs in the amount of $18.50 for Resolution 2015-02;
- Demolition costs in the amount of $1,535.12.
- That an assessment of $2,133.71 is just and reasonable and based on the actual cost of the original proceedings. Additional costs associated with publication and recording of this corrective resolution have not been included and will be paid by the Town of Micanopy.
- An assessment in the amount of $2,133.71 is hereby levied against the property legally described as:

- The owner may pay the amount of such lien, including interest, in thirty (30) consecutive monthly
installments, commencing on the first day of the month following the adoption of such resolution.
- A copy of this resolution shall be served on the owner by certified mail within ten (10) days of the adoption date.
- A copy of this resolution shall be published once a week for four (4) consecutive weeks in a newspaper of general circulation within the Town of Micanopy.
- A certified copy of this resolution shall be recorded in the public records.
- This Resolution 2020-04 shall take effect immediately upon its adoption.
PASSED AND ADOPTED at a public hearing on May 12, 2020 by a vote of 4 to 0 by the Town Commission for the Town of Micanopy, Alachua County, Florida.
