Water System Renovation
A neighborhood workshop will be held to discuss a proposed project to upgrade the potable water system for Lots 1 – 84 of the platted Santa Fe Hills subdivision located on CR 235 A (NW 173rd St) in Alachua, FL. The proposed project will install new watermains throughout the neighborhood and connect to the City of Alachua potable water distribution system. This is not a public hearing. The purpose of the workshop is to inform neighboring property owners about the nature of the project and to seek community feedback.
The neighborhood meetings will be held on Tuesday, July 16th, 2024 and Thursday, July 25th, 2024, at the Swick House located at 15100 NW 142nd Ter, Alachua, FL 32615 at 6:00PM. NOTICE OF HEARING TO IMPOSE AND PROVIDE FOR COLLECTION OF FIRE SERVICES SPECIAL ASSESSMENTS
Notice is hereby given that the City Commission of the City of High Springs, Florida, will conduct a public hearing to consider the reimposition of annual fire services special assessments for the provision of fire services, facilities, and programs within the municipal boundaries of the City of High Springs.
The hearing will be held at 6:30 pm on July 25, 2024, in the Commission Chambers of City Hall, 23718 W US Hwy 27, High Springs, Florida, for the purpose of receiving public comment on the proposed assessments. All affected property owners have a right to appear at the hearing and to file written objections with the City Commission within 20 days of this notice. If a person decides to appeal any decision made by the City Commission with respect to any matter considered at the hearing, such person will need a record of the proceedings and may need to ensure that a verbatim record is made, including the testimony and evidence upon which the appeal is to be made. In accordance with the Americans with Disabilities Act, persons needing a special accommodation or an interpreter to participate in this proceeding should contact the City Clerk’s Office at 386-454-1416, option 6, at least (7) days prior to the date of the hearing.

SPECIAL MAGISTRATE SERVICES
The City of High Springs is requesting proposals from interested and qualified Florida licensed attorneys to provide Special Magistrate Services in accordance with the City of High Springs Code of Ordinances and Florida Statutes Chapter 162, as a Special Magistrate. Specifications may be obtained at City Hall, City Clerk’s Office, 23718 W US HWY 27, High Springs, FL 32643 or on our website vwww.highsprings.gov. It is the intent of the City to procure a Special Magistrate for a contract term of two (2) years and will automatically renew on a yearly basis unless terminated by either party.
Qualification for the Special Magistrate are:
1. Be an active member in good standing of the Florida Bar with a minimum of five (5) years recent experience practicing law, which experience shall include litigation and administrative hearing experience.
2. Not be an employee of the city or hold any office with the city government, nor hold any other elective or appointive office in the county or state while serving as special magistrate.
3. Comply with the Code of Ethics of the State of Florida.

2023 Annual Drinking Water Quality Report

We’re pleased to provide you with this year’s Annual Water Quality Report. We want to keep you informed about the excellent water and services we have delivered to you over the past year. Our goal is and always has been, to provide you with a safe and dependable supply of drinking water. Our water source is ground water from four wells that draw from the Floridan Aquifer. We have two treatment plants that supply water to our distribution system. Our water is treated with chlorine for disinfection purposes.
In 2023, the Department of Environmental Protection performed a Source Water Assessment on our system. The assessment was conducted to provide information about any potential sources of contamination in the vicinity of our wells. A search of the data sources indicated two potential sources of contamination near our wells with a low susceptibility level. The assessment results are available on the DEP Source Water Assessment and Protection Program website at: https://prodapps.dep.state.fl.us/swapp/

Newberry Water Department routinely monitors contaminants in your drinking water according to Federal and State laws, rules, and regulations. Except where indicated otherwise, this report is based on the results of our monitoring for the period of January 1 to December 31, 2023. Data obtained before January 1, 2023, and presented in this report are from the most recent testing done in accordance with the laws, rules, and regulations.
In the Water Quality Test Results tables below, you may find unfamiliar terms and abbreviations. To help you better understand these terms we’ve provided the following definitions:
Terms and Abbreviations
Action Level (AL) - the concentration of a contaminant which, if exceeded, triggers treatment or other requirements that a water system must follow.
Locational Running Annual Average (LRAA) - the average of sample analytical results for samples taken at a particular monitoring location during the previous four calendar quarters.
Not Detected (ND) – indicates that the contaminant was not found by laboratory analysis.
Maximum Contaminant Level (MCL) - the highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology.
Maximum Contaminant Level Goal (MCLG) - the level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety.
Maximum residual disinfectant level (MRDL) - the highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.
Maximum residual disinfectant level goal (MRDLG) - the level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.
Parts per million (ppm) or Milligrams per liter (mg/l) - one part by weight of analyte to 1 million parts by weight of the water sample.
Parts per billion (ppb) or Micrograms per liter (μg/l) - one part by weight of analyte to 1 billion parts by weight of the water sample.

We did not complete the required sampling for bacteriological contaminants on time and therefore were in violation of monitoring and reporting requirements. Effects of Lead:
If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. Newberry Water Department is responsible for providing high quality drinking water but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline (1-800-426-4791) or at http://www.epa.gov/safewater/lead.

Water Sources and Contaminants:
The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity.
Contaminants that may be present in source water include:
(A) Microbial contaminants, such as viruses and bacteria, may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.
(B) Inorganic contaminants, such as salts and metals, which can be naturally occurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming.
(C) Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses.
(D) Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems.
(E) Radioactive contaminants, which can be naturally occurring or be the result of oil and gas production and mining activities.
In order to ensure that tap water is safe to drink, the EPA prescribes regulations, which limit the amount of certain contaminants in water provided by public water systems. The Food and Drug Administration (FDA) regulations establish limits for contaminants in bottled water, which must provide the same protection for public health.
Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that the water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline (1-800-426-4791).
Vulnerable Populations:
Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbiological contaminants are available from the Safe Drinking Water Hotline (1-800-426-4791).

The City of High Springs routinely monitors contaminants in your drinking water according to Federal and State laws, rules, and regulations. Except where indicated otherwise, this report is based on the results of our monitoring for the period of January 1 to December 31, 2023. Data obtained before January 1, 2023, and presented in this report are from the most recent testing done in accordance with the laws, rules, and regulations.
In the tables below, you may find unfamiliar terms and abbreviations. To help you better understand these terms we’ve provided the following definitions:
Action Level (AL): the concentration of a contaminant which, if exceeded, triggers treatment or other requirements that a water system must follow.
Locational Running Annual Average (LRAA): the average of sample analytical results for samples taken at a particular monitoring location during the previous four calendar quarters.
Maximum Contaminant Level or MCL: the highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology.
Maximum Contaminant Level Goal or MCLG: the level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety.
Maximum residual disinfectant level or MRDL: the highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.
Maximum residual disinfectant level goal or MRDLG: the level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.
Parts per billion (ppb) or Micrograms per liter (μg/l): one part by weight of analyte to 1 billion parts by weight of the water sample.
Parts per million (ppm) or Milligrams per liter (mg/l): one part by weight of analyte to 1 million parts by weight of the water sample.
Picocurie per liter (pCi/L): measure of the radioactivity in water.
Treatment Technique (TT): a required process intended to reduce the level of a contaminant in drinking water.

Coliforms are bacteria that are naturally present in the environment and are used as an indicator that another potentially harmful waterborne pathogen may be present, or that a potential pathway exists through which contamination may enter the drinking water distribution system. We found coliforms indicating the need to look for potential problems in water treatment or distribution. When this occurs, we are required to conduct an assessment to identify problems and to correct any problems that were found during these assessments. In 2021, we were required to conduct one Level 1 assessment and one Level 1 assessment was completed. In addition, we were not required to take any corrective actions.

We did not complete the required sampling for synthetic organic contaminants on time and therefore were in violation of monitoring and reporting requirements. Because we did not take the required number of samples, we did not know whether the contaminants were present in your drinking water, and we are unable to tell you whether your health was at risk during that time. The monitoring period was January 1st, 2023, through December 31st, 2023. Two samples were required for each contaminant, and only one was taken.
Effects of Lead:
If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. The City of High Springs is responsible for providing high quality drinking water but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline (1-800-426-4791) or at http://www.epa.gov/safewater/lead.

Water Sources and Contaminants:
The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity.
Contaminants that may be present in source water include:
(A) Microbial contaminants, such as viruses and bacteria, may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.
(B) Inorganic contaminants, such as salts and metals, which can be naturally occurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming.
(C) Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses.
(D) Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems.
(E) Radioactive contaminants, which can be naturally occurring or be the result of oil and gas production and mining activities.
In order to ensure that tap water is safe to drink, the EPA prescribes regulations, which limit the amount of certain contaminants in water provided by public water systems. The Food and Drug Administration (FDA) regulations establish limits for contaminants in bottled water, which must provide the same protection for public health.
Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that the water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline (1-800-426-4791).
Vulnerable Populations:
Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbiological contaminants are available from the Safe Drinking Water Hotline (1-800-426-4791).

NOTICE OF HEARING TO IMPOSE AND PROVIDE FOR COLLECTION OF FIRE SERVICES SPECIAL ASSESSMENTS
Notice is hereby given that the City Commission of the City of High Springs, Florida, will conduct a public hearing to consider the reimposition of annual fire services special assessments for the provision of fire services, facilities, and programs within the municipal boundaries of the City of High Springs.
The hearing will be held at 6:30 pm on July 25, 2024, in the Commission Chambers of City Hall, 23718 W US Hwy 27, High Springs, Florida, for the purpose of receiving public comment on the proposed assessments. All affected property owners have a right to appear at the hearing and to file written objections with the City Commission within 20 days of this notice. If a person decides to appeal any decision made by the City Commission with respect to any matter considered at the hearing, such person will need a record of the proceedings and may need to ensure that a verbatim record is made, including the testimony and evidence upon which the appeal is to be made. The City of High Springs is requesting proposals from interested and qualified Florida licensed attorneys to provide Special Magistrate Services in accordance with the City of High Springs Code of Ordinances and Florida Statutes Chapter 162, as a Special Magistrate. 2023 Annual Drinking Water Quality Report

We’re pleased to provide you with this year’s Annual Water Quality Report. We want to keep you informed about the excellent water and services we have delivered to you over the past year. Our goal is and always has been, to provide you with a safe and dependable supply of drinking water. Our water source is ground water from four wells that draw from the Floridan Aquifer. We have two treatment plants that supply water to our distribution system. Our water is treated with chlorine for disinfection purposes.
In 2023, the Department of Environmental Protection performed a Source Water Assessment on our system. The assessment was conducted to provide information about any potential sources of contamination in the vicinity of our wells. A search of the data sources indicated two potential sources of contamination near our wells with a low susceptibility level. The assessment results are available on the DEP Source Water Assessment and Protection Program website at: https://prodapps.dep.state.fl.us/swapp/

We did not complete the required sampling for bacteriological contaminants on time and therefore were in violation of monitoring and reporting requirements. Because we did not take the required number of samples, we did not know whether the contaminants were present in your drinking water, and we are unable to tell you whether your health was at risk during that time. The monitoring period was October 1st 2023, through October 31st, 2023. 4 samples were required for each contaminant, and none were taken. Sampling resumed on November 6th, 2023.

Effects of Lead:
If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. Newberry Water Department is responsible for providing high quality drinking water but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline (1-800-426-4791) or at http://www.epa.gov/safewater/lead.

Water Sources and Contaminants:
The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity.
Contaminants that may be present in source water include:
(A) Microbial contaminants, such as viruses and bacteria, may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.
(B) Inorganic contaminants, such as salts and metals, which can be naturally occurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming.
(C) Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses.
(D) Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems.
(E) Radioactive contaminants, which can be naturally occurring or be the result of oil and gas production and mining activities.
In order to ensure that tap water is safe to drink, the EPA prescribes regulations, which limit the amount of certain contaminants in water provided by public water systems. The Food and Drug Administration (FDA) regulations establish limits for contaminants in bottled water, which must provide the same protection for public health.
Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that the water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline (1-800-426-4791).
Vulnerable Populations:
Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbiological contaminants are available from the Safe Drinking Water Hotline (1-800-426-4791).

PUBLIC NOTICE
A Neighborhood Meeting will be held to discuss the proposed density change to the Northwest section of Tolosa PD-R. The PDR consists of 6 parcels, 03130-007-001, 03130-004-000, 03135-000-000, 03130-008-000, 03130-009-000, 03135-001-000. These parcels total 49.85 +/- acres. This is not a public hearing. The purpose of the workshop is to inform the neighboring property owners about the nature of the proposed change, and to seek public input and comments.
The workshop will be held on Monday July 22, 2024, at 5:30 PM in the Swick House, Cypress Room located at 15100 NW 142nd Ter. Alachua, Fl 32615.

2023 Annual Drinking Water Quality Report

We’re pleased to provide you with this year’s Annual Water Quality Report. We want to keep you informed about the excellent water and services we have delivered to you over the past year. Our goal is and always has been, to provide you with a safe and dependable supply of drinking water. Our water source is ground water from two wells that draw from the Floridan Aquifer. Our water is treated with blended polyphosphates for iron control, hydrogen peroxide for disinfection by-products control, and chlorination for disinfection purposes.
In 2023, the Department of Environmental Protection performed a Source Water Assessment on our system. The assessment was conducted to provide information about any potential sources of contamination in the vicinity of our wells. A search of the data sources indicated one potential source of contamination near our wells with a low susceptibility level. The assessment results are available on the DEP Source Water Assessment and Protection Program website at: https://prodapps.dep.state.fl.us/swapp/

Coliforms are bacteria that are naturally present in the environment and are used as an indicator that another potentially harmful waterborne pathogen may be present, or that a potential pathway exists through which contamination may enter the drinking water distribution system. We found coliforms indicating the need to look for potential problems in water treatment or distribution. When this occurs, we are required to conduct an assessment to identify problems and to correct any problems that were found during these assessments.
