This notice is required by Section 2(a)(4) of Executive Orders 11988, for floodplain management, and by Section 2(b) of Executive Order 19900, for protection of wetlands, in accordance with HUD regulations at 24 CFR 55.20(b) Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.
The project will take place in the Lake Johnson Stormwater Service Area in the City of Hawthorne.
The Lake Johnson Stormwater Service Area project involves expansion of an existing stormwater retention pond, installation of a new stormwater pumping station at the retention pond, installation of a stormwater force main between the retention pond and Lake Johnson, extending the stormwater force main under State Road 20, construction of an overflow structure on the southeast corner of Lake Johnson, installation of stormwater piping between the new Lake Johnson overflow structure and a storm water drainage ditch.

The entire project will be carried out on land which is either owned by the City of Hawthorne or along existing City of Hawthorne right-of-way or easements.
The entire project will be carried out on approximately 1.56 acres of property.
Approximately 1.18 acres of the proposed improvements will be carried out within a floodplain and approximately 1.31 acres of the proposed improvements will be carried out in wetlands.
Any additional impervious areas created by this project will be offset by storm drainage improvements included in the design and construction of the project.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplains and wetlands, alternate methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains and wetlands can facilitate and enhance Federal efforts to reduce the risk and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and wetlands, it must inform those who may be put at greater or continued risk.
Written comments must be received by Ellen Vause, City Manager, City of Hawthorne, P. O. Box 1270, Hawthorne, FL 32640-1270 on or before September 22, 2020. Comments may also be submitted by email at evause@
